The Plan has been elaborated thanks to the participation to the European Project Mobilitas which deals with mobility solutions in different Mediterranean areas.

The Plan is based on an articulated fact-finding framework, that through specific investigations has measured traffic flows and details on how citizens of Misano Adriatico move around.

It was discovered that the transfers home-school and home-work within municipality are 2.600 daily, while those outbound are more than 3.700 and inbound 2.100.

To get around within Misano, more than 70% utilizes car or motorcycle, this values arises to 95% for transferring to other municipalities, mostly Riccione, Cattolica, San Giovanni in Marignano.

Thus public transport or bicycle in this case is very marginal and reaches 6%.

Mobility system is affected much by touristic flow that makes 822.000 overnight accommodations yearly, for a total of 153.000 tourists.

Main traffic flows, analysed both in summer and winter, confirm that the state road is the primary concentrator of traffic with 2.133 cars on morning peak hour during high season, at the crossing between SS16 and SP50. Lower flows were registered on the coast road with 807 vehicles in low season, which rise 28,5% in summer when they top 1.037 vehicles. A good summer parking system meets the needs, although occupying areas that could be better allocated, in terms of urban quality. Car accidents, though being diminishing, represent values higher than regional average, due to the presence of the state road, with its legacy of cars and commercial vehicles.

One goal of the Plan is to increase the use of bicycles, operating on infrastructures – that is continuing the building of new bike lanes today amounting 16,8 km –but also contributing to modify habits at the moment focused on the use of car. This will be aimed empowering the service Pedabus, incentivising the call transport “Conca bus”, insisting with the measures of traffic limitation in school areas

Bike sharing will be furtherly promoted, the infrastructure for electric car recharging enhanced, as well as road network improved and the system of town lighting totally replaced with LED to increase road safety.

Among the main road actions in the short term, there will be the realization of the so-called “statalina” between Tavoleto road and A14 turnpike of Riccione, with the cycle lane in Scacciano assigned to Società Autostrade, the completing of Simoncelli road by the racetrack, the bike lane on Tavoleto road nearby Casette, the finalisation of TRC up to Cattolica (only partially as reserved lane), the construction of new roundabouts on SS16 to improve safety of pedestrian crossings and traffic speed up (Bandieri-GoKart, Grotta street areas), various traffic moderation actions through the introduction of “30 km/h zones” (Centre, Misano Brasile, Villaggio Argentina, Belvedere, Santa Monica, Portoverde).

On the long term, we have envisioned actions for urban adjustments, both around SS16 and provincial roads SP19 and SP50, in order to increase sustainability and safety.

Estimating the impact of SUMP on flows of commercial vehicles, cars and motorbikes, we have calculated that today we are filing 473.415 vehicles per KM daily, and that with SUMP implementation we will reduce to a total of 444.087 vehicles per KM, with a 6,2% decrease which on the coastline road will reach a 14,7% decrease, a quite good score, with a decrease of CO2 production of 6,6 and PM10 of 7,5%.

With the activities on “zone 30” and pedestrian only areas, we aim to a 10 years’ scenario when bicycle rate will reach 35%, while with TRC we target to increase local public traffic of 20%.

To give consistency to the Plan, we have established a biennial system of results monitoring.
